Tillman Barefoot discusses the "civilianization" process during the late 1930s and early 1940s at Fort Benning, in which many civilians were hired for construction and other jobs previously performed by soldiers, in preparation for the mobilization of troops and the arrival of new divisions at Fort Benning. He talks about issues of housing, transportation, civilian-military relations, labor market, salaries, and the creation of the Civilian Military Council to help foster communication between community and military leaders.

Tillman Barefoot, a native of Troy, Alabama, moved to Columbus, Ga. in 1937 and began working at Fort Benning as a civilian time clerk in 1940. He later served as Civilian Personnel Director for over 20 years until his retirement in 1971. Mr. Barefoot also served as a member of the Civilians Military Council.
